In GTA V my FPS fluctuates around 45-65 in the city at day (stays at 60+ outside the city) and at the same time GPU usage is about 40-50% and CPU usage is around 75% (GTA V CPU usage is actually only 45-55%, I just have a lot junk running in the background).
